Organizational Setting

The FAO country office is headed by an FAO Representative, and its main aim is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition. In Guyana, the office plays a major role in providing technical and other assistance towards the development of the agricultural sector. Under the Green Climate Fund Readiness and preparatory support project the foundation is being set for strategic climate change interventions in the Agricultural Sector.

Reporting Lines

The Direct Access entity support specialist will report to Dr. Gillian Smith, FAO Representative. The Consultant will work under the technical supervision of the Lead Technical Officer (LTO) in the FAO Regional Office for Latin America and the Caribbean, supported by the Climate Change and Risk Management Officer in the Barbados Sub-regional Office, in close collaboration with and under the direct supervision of the FAO Country Representative and the National Designated Authority for the Green Climate Fund, Ministry of Presidency, Guyana.

Technical Focus

Analysis of potential applicants against the requirements for accreditation. Development and implementation of a readiness and preparatory support plan.

Tasks and responsibilities

  • Conduct an institutional gap analysis of potential applicants against the fiduciary standards, gender requirements and environmental and social safeguards (ESS) in order to prioritize national agriculture entities for accreditation.
  • Develop and implement a readiness and preparatory support plan that will support 2-3 priority applicant institutions to address gaps needed for GCF accreditation
  • Conduct awareness raising sessions regarding the GCF accreditation process, fiduciary standards and environmental and social safeguards
  • Coordinate logistical arrangements with national stakeholders for the various consultations
  • Any other assigned tasks related to successful implementation of the project;
  • Ensure that relevant reports on expenditures, forecasts, progress against work plans, closure, are prepared and submitted in accordance with FAO and GCF defined procedures and reporting formats, schedules and communications channels, as required;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in agriculture, natural resources management or economics.
  • Minimum 5 years of relevant professional experience.
  • Working knowledge of English. Knowledge of the other UN official working language is an asset.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Extent and relevance of experience in Green Climate Fund accreditation criteria including fiduciary standards and environmental and social safeguards.
  • Demonstrated capacity to understand government organization structure, capacity, limitations, roles and stakeholders.
  • Demonstrated ability to work with national and international organizations, Government authorities, academia, farmers and civil society organizations.
  • Knowledge of Green Climate Fund accreditation criteria including fiduciary standards and environmental and social safeguards.
  • Strong analytical skills
  • Demonstrated ability to work with national and international organizations, Government authorities, academia, farmers and civil society organizations.
  • Good command of MS Office tools and use of on-line information systems.
